Allegheny Broadband Connection, a non-profit organization, was created in December of 2004 as the result of several years of conversations and meetings conducted by area business people, representatives of local educational institutions and various area citizens. The intended purpose of this group was to develop a means of providing broadband Internet access to all area citizens. Although several areas of the region already had this type of access, many did not. It was realized that without broadband access certain areas of the region were at a disadvantage in being able to provide adequate infrastructure to support much needed economic growth for the area.

In early 2004 the decision was made to submit an application for participation as a pilot project intended to determine if there was a business case for the local project. The application was submitted to Public Benefit Broadband, Inc. and subsequently accepted as one of three pilot projects in the Commonwealth of Pennsylvania. It was as a result of the findings of this study that the decision was made to launch Allegheny Broadband Connection.
